If their intent is to let you have multiples of a gem, why even include this clause in the patch notes? They wouldn't. Gilded Arrow is a specific choice for middle lane players, especially if you play a hunter or a mage. You will not be able to "receive" a gem from your stash because you already have that gem somewhere on your character already including in a socket or on a follow. This includes the shared stash which allows transferring of items between characters. You can get a drop or receive a gem through stash on a character that doesn't have the gem yes, but what this implies is you will not be able to have access to duplicates of gems for one particular character, which defeats the original parent on using the follower set and multiple gems. What this entails is you will not be able to "receive" a gem on a character that has access to that gem. Also deals an additional 2 true damage per stack to minions. If they wanted to restrict just drops, then it would say drops. PASSIVE - Every second you gain a stack of Arcane Energy, causing your next damaging ability to deal an additional 2 True Damage and remove all stacks. I think you're greatly changing the meaning of the words with that implication. It doesn't say "duplicates will not drop" though.
